The letter from your phone carrier is polite and vague: your current service is being discontinued, please call to discuss alternatives. Or there was no letter — just a bill that has doubled twice in two years for copper lines nobody has touched since the fax machine retired.

Either way, the plain old telephone service running over copper wires is being switched off for good — the physical network, not just your plan. And the lines that matter most in your building are the ones nobody thinks about: the fire panel, the elevator phone, the burglar alarm dialer. Those lines have rules attached, and now deadlines too.

What's actually happening to POTS

POTS — plain old telephone service — is the analog dial tone that has run over the same copper pairs for a century. Carriers want out. The switching equipment is old, the technicians who understand it are retiring, and every dollar spent keeping copper alive is a dollar not spent on fiber.

The regulatory brakes came off in stages. A 2019 FCC order (19-72) ended the requirement that the big carriers lease their copper to competitors at regulated rates, and that transition finished in 2022. Then in March 2026 the FCC unanimously adopted an order that speeds up retirement itself: discontinuance applications now auto-approve in as little as 31 days, and carriers can retire copper with 90 days' notice to residential customers — 180 for business accounts. AT&T began physically decommissioning copper in roughly 500 wire centers in June 2026, about a tenth of its network, and Verizon, Lumen and Frontier have filed retirement notices of their own. As of September 2026, this is not a rumor cycle. It is a schedule.

Which of your lines are affected

Any service that expects analog dial tone on a copper pair. In a typical small building that means:

  • Fire alarm panel lines — often two of them, because older code required a backup path
  • Burglar alarm dialers that call the monitoring center
  • Elevator emergency phones — the handset or speaker in the cab
  • Fax machines, and the fax line built into some multifunction printers
  • Gate, door and entry intercoms that dial out to a phone
  • Odds and ends: postage meters, older credit-card terminals, water and temperature monitors

Every building also has one line whose job nobody remembers. It usually turns out to matter — tone it out and trace it before you cancel anything.

The cost of waiting

Carriers are not waiting for the shutdown to move you; they are pricing you off the copper now. A legacy business line that historically ran around $50 a month is now commonly billed in the hundreds. At the extreme end, published AT&T tariff rates effective June 2026 put a business line at $3,995 a month in its Southeast states and $4,490 in Texas — per line, per month, as of September 2026. Those numbers are deliberate. They are not the cost of the service; they are the cost of making you leave.

If you are carrying four or five copper lines "just in case", pull the bill this week. The just-in-case premium has quietly become the biggest number on it.

Your replacement options

Wireless POTS replacement devices

First, alarm panels and fire communicators speak in analog tones that VoIP compression can garble, so a line that sounds fine on a test call can still fail to transmit a signal — which is why monitoring companies treat VoIP fire paths with suspicion. Second, VoIP dies with the power and the internet. If a line matters during an outage, everything in the chain — modem, router, switch, phone adapter — needs battery, and a backup internet path is worth pricing.

Cellular communicators for alarm panels

For burglar and fire alarms, the cleanest fix is often to stop replacing the phone line and replace the dialer instead. A cellular communicator mounts in or beside the panel and reports to the monitoring center natively over the cell network — no dial tone involved. Your alarm company installs and monitors it, usually for a modest change in the monitoring fee. And if the panel is being opened anyway, it is a sensible moment to review the rest of the system, cameras included.

The compliance part, in plain terms

Fire lines have rules, and the rules are friendlier than the rumors. Since the 2013 edition of NFPA 72, a commercial fire alarm may report over a single cellular path, provided the path is supervised so a failure is annunciated within 60 minutes — the old requirement for two separate phone lines is gone in most places. The equipment must be listed for fire signaling, and your local fire marshal (the AHJ, the authority having jurisdiction) has the final word, because jurisdictions adopt code editions at their own pace.

Elevator phones are governed by elevator code: a monitored two-way line to the cab that keeps working through a power failure. Wireless POTS units sold for elevator use are built for exactly this, but have the elevator service company involved when it is cut over.

Two rules of thumb keep you out of trouble. Never swap a fire or alarm line without telling the monitoring company first — you will either trigger a dispatch or, worse, a silent failure. And never cancel the copper before the replacement has passed a live test with the monitoring center.

The migration checklist

  1. Inventory every copper line. Walk the phone bill line by line, then walk the demarcation point in the building. Tone out anything unlabelled.
  2. Identify what each line serves and who monitors it — alarm company, elevator company, nobody.
  3. Sort the lines into three piles: cancel (the fax nobody sends), move to VoIP (ordinary voice), keep analog and supervised (fire, elevator, alarm, gate).
  4. Call your alarm and elevator companies and get their supported replacement in writing.
  5. Order the replacements and run them in parallel with the copper. Do not cancel first.
  6. Test each line live with its monitoring center and keep the confirmation.
  7. Cancel the copper, then read the next two bills carefully — cancelled lines have a way of lingering.
